Teaching and Services Credential Appeals and COVID-19 Frequently Asked Questions

This document provides answers to frequently asked questions related to teaching and services credential appeals during the COVID-19 emergency. Note that while this document addresses questions related to extensions due to COVID-19, all extension by appeal options outlined at https://www.ctc.ca.gov/credentials/extend continue to be available. This document will be updated regularly as more information becomes available.
Q. What if my preliminary teaching or services credential is expired and I was unable to complete the required exams, experience, induction or coursework to clear the credential?
A. Applications may be submitted for a one-year RGA-20 or RGA-07 appeal on any preliminary Single Subject, Multiple Subject, Education Specialist, Designated Subjects, Speech-Language Pathology, School Nurse Services, or Administrative Services credential. Educators with Single, Multiple or Education Specialist credentials who were unable to complete induction may apply for a two-year or three-year extension if they qualify. See Commission Leaflet AL-3 for more information. If the ability to complete requirements was directly impacted by COVID-19 closures you may apply for an RGA-07 medical appeal.
Q. What if I was unable to complete the 105 hours of professional growth needed to renew my Child Development Permit?
A. Holders of a Child Development Permit (other than the Associate Teacher Permit) may apply for a one-time two-year extension. The request for a two-year extension may be made for any reason, but you are eligible for the extension only once during your career as an educator. More information regarding the two-year extension may be found in the Child Development Professional Growth Manual.
If the ability to complete requirements was directly impacted by COVID-19 closures or illness you may apply for a one-year RGA-07 medical appeal. See Commission Leaflet AL-3 for more information regarding a one-year appeal.
Q. What if I was unable to complete the requirements to renew or upgrade my Associate Teacher Permit due to COVID-19 disruptions, quarantine or illness?
A. If the ability to complete requirements was directly impacted by COVID-19 you may apply for an RGA-07 medical appeal.
Q. What if I was unable to renew my clear teaching or services credential on time due to COVID-19 disruptions, quarantine or illness?
A. In the event that you have rendered service in a position requiring certification, during a period when you did not hold appropriate certification or a temporary county certificate to cover the service, your employing agency may submit a Validation of Service request to the Commission (Form CL-224). If the Commission gives its approval to the rendering of such service, then such employment shall be automatically approved and made fully legal for all purposes, such as pay. Q. My preliminary credential has the renewal code RC listed and I did not pass CBEST within the first year. What are my options?
A. If your preliminary credential is still valid (but more than one year has passed) and you attempted CBEST but did not pass all sections, your employer may request a variable term CBEST waiver. If you did not get a chance to attempt CBEST due to test site closures, your employer may submit an application for a one-time waiver due to COVID-19.
Q. What is the fee for an appeal?
A. The processing fee for an appeal is $100.
Q. Do the closures and cancellations of exams due to COVID-19 qualify educators for a Medical Appeal for extending their documents?
A. No, there have been no changes to the requirements for Medical Appeals. Unless the educator contracts COVID-19 or is the caretaker for someone who contracts the virus, the educator cannot qualify for a Medical Appeal due to COVID-19. They will need to look into the RGA-10 and RGA-20 extension appeals.
