Data Notes

  • Data from the dashboards are actively generated from the Commission's data systems. As a result, the status of the documents processed could change between the time an annual report was published to the time of the current data query, and that may cause the slight difference between the published reports and current data query.
  • All State mandated reports follow the fiscal year, July 1 to June 30, whereas the Title II report (Federal mandate) follows the academic calendar, September 1 to August 31.

Dashboard Specific Notes

Assignment Monitoring Dashboards


  • County Offices of Education (COEs) monitor and review school district certificated employee assignment practices throughout a four year cycle. Each year they monitor ¼ of their districts, and report assignment information to the Commission. By the end of this cycle, the Commission has a complete data set for each county.
  • The Commission monitors California's seven single district counties, which include: Alpine, Amador, Del Norte, Mariposa, Plumas, and Sierra, and the City and County of San Francisco.
  • As a result of the Williams v. State of California settlement, county superintendents of schools are required to annually monitor the assignments of all certificated employees for schools.
  • The Base API Year changes every three years for monitoring purposes; therefore, some of the decile 1 through 3 school sites closed or merged prior to the 2011-2012 and/or 2012-2013 academic year (2009 Base API). Charter schools ranked in deciles 1 through 3 (2009 Base API) are not included in this data.

Educator Supply and Demand Dashboards


  • Each year, the number of new (initial) teaching credentials issued are reported in the Teacher Supply Report, which is State mandated and published each April.
  • The credential data used for the data dashboards published on the Commission's website are derived from the Commission's data system. The number of documents (credentials, certificates, permits, waivers, etc.) processed between July 1 to June 30 of each fiscal year are reported.
  • The credential data are shown for the most recent fiscal year and four prior fiscal years to show trend data.
  • Teacher Supply Report and the Title II Report reporting timeframes are different. Use caution when comparing the two reports.
  • The estimated teacher hires data by county and subject area are from the California Department of Education's (CDE) website.

Institution Dashboards


  • Institution and program data for teaching credentials are reported in the Title II federal mandated report that is published annually in October.
  • Data from the Title II report include new teaching credentials only, and do not report on other credentials (services, designated subjects, child permits, etc.).
  • Enrollment data, program completer data and other institution data are derived from the annual Federal Title II reporting, reported for September 1 to August 31 of each academic year.
  • Teacher Supply Report and the Title II Report reporting timeframes are different. Use caution when comparing the two reports.

Title II Dashboards


  • Enrollment dashboard
    • In a few preliminary Multiple Subject, Single Subject and Education Specialist teaching preparation programs, the enrolled students become program completers at the end of the program year. Those program completers are not included in the enrollment for the current academic report.
    • Providing race and ethnicity information is optional for candidates. Preliminary Multiple Subject, Single Subject and Education Specialist teaching preparation programs were asked to report whatever data they had collected. Thus, the total number reported by race and ethnicity may not necessarily add up to the total number of students enrolled.
  • Program Completers dashboard
    • In a few preliminary Multiple Subject, Single Subject and Education Specialist teaching preparation programs, the enrolled students become program completers at the end of the program year. Those program completers are not included in the enrollment for the current academic report.
  • Goals dashboards
    • English Learner (EL) authorization is embedded in the Multiple Subject, Single Subject and Education Specialist teaching preparation programs; so all program completers have EL authorizations. Limited English Proficiency (LEP) data provided in the Annual Goals section of the federal report are not published in the dashboards.
  • Examination Data dashboards
    • Number of Passers and Pass Rate not reported if number of Test Takers is fewer than 10. Therefore, pass rate average will not be available.
    • The data is distinguished by five different exam groups:
      Group 1 - All Enrolled Students Who Have Completed All Nonclinical Courses, 2014-15
      Group 2 - Other Enrolled Students, 2014-15
      Group 3 - All Program Completers, 2014-15
      Group 4 - All Program Completers, 2013-14
      Group 5 - All Program Completers, 2012-13
    • The institution-level data is derived by using the number of test takers and passers for each institution by subtest and exam group.
    • The statewide data is derived by using the institution-level pass rate by subtest and exam group.
