The order of business within each day may be changed without notice. All items may be re-ordered to be heard on any day of the noticed meeting. Persons wishing to address the Commission on Teacher Credentialing on a subject to be considered at this meeting are asked to complete a Request Card and give it to the Recording Secretary prior to the discussion of the item.

This agenda report presents recommendations for approval of proposals submitted by local education agencies and institutions of higher education for initial institutional approval.

2B: Adoption of the Passing Score Standard for the California Subject Examinations for Teachers (CSET): Arabic, Armenian, Cantonese, Farsi, Hmong, and Khmer Examinations
Staff will provide the Commission with recommendations relevant to the determination of the passing score standard for the CSET examinations in Arabic, Armenian, Cantonese, Farsi, Hmong, and Khmer.

Staff will provide the Commission with recommendations relevant to the determination of the passing score standard for the CSET: Languages Other Than English Subtest IV (Bilingual Methodology) and Subtest V (Bilingual Culture).

2D: Proposed Guidelines for English Learner Staff Development for Career Technical Education Teachers and Holders of Services Credentials with a Special Class Authorization
The proposed program guidelines for the completion of the Certificate of Staff Development for Career Technical Education teachers and for holders of services credentials with a special class authorization will be presented for approval. Pursuant to SB 1292 (Chap. 752, Stats. 2006) these staff development programs will provide a means for these teachers to earn an English Learner authorization.

2E: Proposed Program Standards for the Preparation of Teachers with a Bilingual Authorization
Staff will present the proposed Bilingual Program Standards for Commission consideration and adoption.

2F: Plan for Implementation of the Special Education Workgroup Recommendations
Staff will present the plan for the implementation of the recommendations of the Special Education Workgroup for Commission consideration and approval.

2G: Program Standards Structure: Recommendation to Remove Required Elements for Program Standards
This item presents for consideration and action by the Commission a revised structure for program standards. If approved by the Commission, the revised structure would remove the "Required Elements" component of the current SB 2042 standards and staff would move forward with stakeholders to revise the standards accordingly. This agenda item includes several draft revised standards to illustrate the revised format.

2H: Report on the Study of the Beginning Teacher Support and Assessment (BTSA) and Intern Programs
Staff will present the study completed by the University of California, Riverside, under the direction of the California Department of Education and the Commission, on the Beginning Teacher Support and Assessment (BTSA) and Intern programs. This study, mandated by SB 1209 (Chap. 527, Stats. 2006), was submitted by the Superintendent of Public Instruction to the Governor and Legislature in December 2007.

Staff will present a plan to review and revise the induction standards as required by SB 1209 (Chap. 527, Stats. 2006).

2J: Draft Standards for Career Technical Education (CTE) Programs
This agenda item is the third in a series of items focusing on Career Technical Education (CTE). The item presents the CTE Advisory Panel's recommendations to update the CTE teacher preparation program standards.

2K: Update on Funded Teacher Development Programs
Staff will present a report on purposes, implementation and outcomes of the Commission's teacher development programs, including the Paraprofessional Teacher Training Program, District and University Internship programs, and the Beginning Teacher Support and Assessment Program (BTSA).
