The order of business within each day may be changed without notice. All items may be re-ordered to be heard on any day of the noticed meeting. Persons wishing to address the Commission on Teacher Credentialing on a subject to be considered at this meeting are asked to complete a Request Card and give it to the Recording Secretary prior to the discussion of the item.

1A: Approval of the Minutes 
Staff will recommend that the Committee approve the minutes of the May 2005 meeting of the Appeals and Waivers Committee. After review, the Committee may approve, or amend and approve the minutes.

1B: Waivers: Consent Calendar
Pursuant to Education Code Section 44225(m) waiver requests are submitted for consideration in the areas of educator preparation and credentialing. These requests have been reviewed by staff on the basis of criteria adopted by the Commission. Special conditions for subsequent waivers are included.

Consideration of credential appeals is held pursuant to Title 5, California Code of Regulations, Section 80514. Hearings are conducted pursuant to Government Code Section 11126(c) and Title 5, California Code of Regulations, Section 80516.

3A: Regulations Needed to Implement DPP Efficiencies Proposed Changes to Title 5 Sections 80300, 80309.1, 80310, 80311, 80314.5, 80317 and the Addition of New Section 80318 California Code of Regulations 
The Committee will review proposed changes to Title 5 regulations regarding the discipline of professional certificated personnel made necessary as a result of Commission Action and enactment of Senate Bill 63.

The Professional Practices Committee will review applications for one (1) elementary position on the Committee of Credentials. This position will become vacant on September 1, 2005.

6A: Initial Accreditation and Program Approval
This agenda item presents proposals submitted by local education agencies and institutions of higher education for initial institutional accreditation, single subject matter preparation program approval, and the approval of guidelines-based programs leading to the Tier II Administrative Services Credential. The agenda item provides an overview of the process for reviewing proposals, analysis of the program proposals, and costs associated with the reviews.

6B: Options for Proposed Changes to the Accreditation Framework 
This agenda item presents a summary of the issues considered by the Committee on Accreditation and the Accreditation Study Work Group and presents options for possible revisions to the Accreditation Framework.

6C: Extension of Terms for Members of the Committee on Accreditation 
The terms of six members of the Committee on Accreditation expired on June 30, 2005. This agenda item provides background information relating to the terms of committee members and provides options about the advisability of extending those terms.

6D: Annual Report Card on Teacher Preparation Programs for the Academic Year 2003-04 as Required by Title II of the 1998 Reauthorization of the Higher Education Act [approximately 2.6 Mb]
This agenda item presents for adoption, California's 2005 Report on Teacher Preparation mandated by Title II of the Higher Education Act. This annual report is submitted each fall to the U.S. Department of Education and includes information on certification and licensure requirements, pass rates on state assessments disaggregated and ranked by institution, and other information. The information submitted becomes part of a national report on teacher quality that is published by the U.S. Secretary of Education each summer.

7A: Update on the 2005-06 State Budget
This agenda item is intended to provide an update on the 2005-06 State Budget related to the California Commission on Teacher Credentialing.

7B: Proposed Budget Change Proposals/Concepts For the 2006-07 Governor's Budget
This agenda item is intended to present the proposed Fiscal Year 2006-07 Budget Change Proposals/concepts (BCP) as related to the California Commission on Teacher Credentialing. If approved, the proposals/concepts will be developed into full BCPs and submitted to the Department of Finance in September, as part of the traditional budget development process.

7C: Approval of Agreements that Exceed One Hundred Thousand Dollars
Section 610 of the CCTC Policy Manual (Contract Authority) requires that agreements or contacts of $100,000 or more be approved by the California Commission on Teacher Credentialing. This item presents a list of agreements that require approval for Fiscal Year 2005-06.

7D: Proposal to Release a Competitive Grant Process For the Paraprofessional Teacher Training Programs
This agenda item presents an overview of the Commission's role in administering California School Paraprofessional Teacher Training Program (PTTP) grants that support local programs that assist paraprofessionals pursuing a teaching credential. The item presents for consideration, a Competitive Grant Process that would enable the Commission to fund PTTP programs for the 2005-06 fiscal.
