The order of business within each day may be changed without notice. All items may be re-ordered to be heard on any day of the noticed meeting. Persons wishing to address the Commission on Teacher Credentialing on a subject to be considered at this meeting are asked to complete a Request Card and give it to the Recording Secretary prior to the discussion of the item.

Professional Practices Committee of the WHole

Action 
1A: Committee of Credentials: Expiration of Terms and Declaration of Vacancies
The Professional Practices Committee will review the availability of incumbents for appointment/re-appointment to the Committee of Credentials and make its determinations as to which, if any, of the positions with expiring terms shall be declared vacant as of June 30, 2005. The Committee will direct staff as to how to proceed to assist the Commission, as necessary, with the selection of new Committee of Credentials members.

Closed Session

The Commission will immediately convene into Closed Session. The Commission will meet in Closed Session pursuant to California Government Code Section 11126 as well as California Education Code Sections 44245 and 44248. The Commission will report out of Closed Session appropriately concerning any and all action taken or determinations made therein.

Staff will recommend that the Committee approve the minutes of the September/October 2004 meeting of the Appeals and Waivers Committee. After review, the Committee may approve, or amend and approve the minutes.

Pursuant to Education Code Section 44225(m) waiver requests are submitted for consideration in the areas of educator preparation and credentialing. These requests have been reviewed by staff on the basis of criteria adopted by the Commission.

Pursuant to Education Code Section 44225(m) waiver requests are submitted for consideration in the areas of educator preparation and credentialing. These requests have been reviewed by staff on the basis of criteria adopted by the Commission. Special conditions for subsequent waivers are included.

Pursuant to Education Code Section 44225(m) waiver requests are submitted for consideration in the areas of educator preparation and credentialing. These waivers do not meet the criteria for inclusion on a consent calendar and will be considered on an individual basis.

Part two is an update on activities related to the review of the Commission's accreditation process.

8B: Final Report of the Federal Transition to Teaching Grant  
This agenda item provides the Final Report for the Federal Grant Transition to Teaching. The three-year $1 million-dollar grant funded the efforts of the Emergency Permit Reduction Program. The two participating school districts reduced use of emergency permits by 95 percent.

This report describes the current progress made regarding the implementation of the SB 57 Early Completion Internship Option and the Teaching Foundations Examinations, including a description of the standard-setting study process, the results of the studies, and the recommended passing standards for the Teaching Foundations Examinations in Multiple Subject, English, and Mathematics that were first administered on August 7, 2004.

This item provides staff-recommended initial passing standards for the new CSET: Art, Languages Other Than English in French and Spanish, Music, Physical Education, and Preliminary Educational Technology, and the process that was used to determine those passing standards.
