This page reflects the work of the Professional Services Division (PSD) of the Commission and is primarily intended for Colleges and Universities, Districts and County Offices of Education, and Induction Programs that offer or seek to offer preparation programs for California educators.

The Professional Services Division of the Commission on Teacher Credentialing is responsible for:

  • the development of California's educator preparation standards for all credential areas
  • ensuring quality of preparation programs through accreditation activities
  • the development and administration of California's system of educator examinations
  • administration of California's state funded educator development programs

New Items

  • Nominate an Educator for the COA [MS Word]
    Nominations for new members of the COA are now being accepted. The COA makes continuing accreditation decisions for all institutions approved to offer educator preparation programs in California. There will be three openings on the COA for the 09-10 year--one for a K-12 member and two for members from IHEs. All nomination materials are due by February 6th.

  • Biennial Reports Technical Assistance
    The next technical assistance meeting on the biennial reporting process [MS Word] will be held at the Commission offices on Wednesday, February 18th, 2009. This meeting will cover the reporting requirements and review process for biennial reports. Please RSVP by February 8, 2009.

  • Mathematics Specialist Credential Advisory Panel
    The Commission on Teacher Credentialing is currently seeking applications from individuals [MS Word] to serve as panel members to consider the need for, and, as appropriate, propose recommended standards for a preparation program for the Mathematics Specialist Credential. Applications are due by February 6, 2009.

    How many beginning teachers who have participated in BTSA stay in the teaching profession for five years? [PDF]
    Each year, more than 30,000 beginning teachers participate in the Beginning Teacher Support and Assessment (BTSA) program. Almost nine out of ten teachers who were in BTSA are still teaching five years later.

  • CSET: American Sign Language (ASL) Standard Setting Study Review Advisory Panel
    The Commission is seeking individuals to serve on a Standard Setting Study Review Advisory panel for the CSET: ASL. [MS Word] At the time the initial passing score standard was set there was only a small number of examinees. Now that there is a larger examinee data base it is timely to review the initial standard setting study. The deadline for this application is extended to November 25, 2008

  • Authorizations to Teach English Learners Advisory Panel
    The Commission is currently seeking California educators and professionals [MS Word] who have experience and expertise in teaching either English as a Second Language (ESL), English as a New Language (ENL), English as a Foreign Language (EFL), or the equivalent to serve on the Authorizations to Teach English Learners Advisory Panel. It is anticipated that three one-day meetings will occur during February, May, and July 2009. Important details are included in the posted application.   • Programs leading to Bilingual Authorization
    The Commission is holding two Technical Assistance Meetings [MS Word] on standards for programs leading to bilingual authorization in November 2008 -- one at the Commission offices in Sacramento and one at the University of California, Riverside. The meeting will review the standards, ideas for program development and guidelines for submission.

  • Advisory Panel to Review and Revise the CSTP
    A panel is focusing on a review and possible revision of the California Standards for the Teaching Profession (CSTP). The panel begins work in October 2008 and draft standards will be shared in spring 2009. Visit this web page for information and updates on the panel's work.
