How do I renew my Emergency Substitute Teaching Permit for Prospective Teachers? Can I do it online?

The Emergency Substitute Teaching Permit for Prospective Teachers is not renewable online. This permit may only be renewed once. You may submit your application packet directly to the Commission or through your employing agency. Applications submitted prior to the expiration date of the current permit will be valid for one year, beginning the date the current permit expires. Applications submitted after the current permit expires will be valid for one year, beginning the date the application is submitted to the employing agency or the Commission.

Renewal applications packet must include all of the following:

  1. Official transcripts showing completion of 15 semester units of course work from a regionally-accredited four-year California college or university taken since the issuance date of the previous permit. Extensions of time (appeals) are not available to those who fail to complete their renewal requirements.

  2. Verification of continued enrollment in a regionally-accredited four-year California college or university by an original letter from the registrar of the office of admissions, or official transcripts showing current work-in-progress

  3. Completed application (form 41-REN)

  4. Application processing fee [PDF]

How do I renew my Career Substitute Permit? Can I do it online?

The Career Substitute Permit is not renewable online. Applicants must submit their application for renewal through their employing agency.

Renewal application packets must include all of the following:

  1. Completed or renewal application [PDF]

  2. Application processing fee [PDF]

  3. Statement of continued endorsement from the superintendent of the employing school district or county office of education

  4. Verification that staff development activities offered to regular teaching staff were made available to the permit holders

The three years of teaching experience, the availability of staff development activities to the permit holder, and the endorsement from the superintendent may be verified on the Verification of Requirements form (CL-505C). Verification of these requirements may also be submitted on letterhead paper if an employing agency chooses not to use form CL-505C.

Can I renew my long-term emergency permit online?

No. Applications for long-term emergency permits must be filed through an employing agency.

What if I didn't complete the renewal requirements that were listed on my long-term emergency permit?

You may be eligible for a one-year extension provided you meet the criteria listed below. The Commission adheres to a rigorous appeal policy for the reissuance of long-term emergency permits. An appeal may be issued only once, except in cases where the extenuating circumstances continue to exist and you have made sufficient progress toward completion of the requirements. Appeals are not granted if you cannot show substantial reasons for the request. Financial hardship is not a valid reason for appeal.

Commission staff will ONLY review and evaluate Long-Term Emergency Permit appeal applications for the following reasons:

  • You were unable to complete requirements because of personal health problems or the health problems of a family or household member verified by appropriate medical professional

  • Verification that you are currently employed in a position requiring a credential or its equivalent and no California college or university Institution of Higher Education (IHE) or Local Education Agency (LEA) can be reached within one and one-half hours of traveling time

  • You submit verification from the IHE or LEA that there were no openings in the program or that the required course work was unavailable

What do I need to submit to appeal for an extension of an emergency permit?

All of the following are required when submitting an application for an appeal:

  • A completed application [PDF] or renewal application [PDF] and circle RGA at the top of the application. Submit this application through your employing agency.
  • Application processing fee [PDF]
  • A letter stating the circumstances or reasons that necessitate the appeal
  • Documentation supporting the reason for the appeal. For the purposes of justifying the appeal, Commission staff may request additional supporting documentation from you, your university, or your employer.

Due to medical reasons, I was unable to complete the renewal requirements for my long-term emergency permit. Is there any way I can renew it?

Yes. A one-year extension may be granted if you were unable to complete requirements due to personal health problems or the health problems of a family or household member verified by appropriate medical professional.

All of the following must be submitted:

  1. A completed application (form 41-4) [PDF] or renewal application (form 41-REN) and circle RGA at the top of the application. Submit this application through your employing agency.

  2. Application processing fee [PDF]

  3. A letter stating the circumstances or reasons that necessitate the appeal

  4. Documentation supporting the reason for the appeal. For the purposes of justifying the appeal, Commission staff may request additional supporting documentation from you, your university, or your employer.

Can I renew online if I have had a conviction?

Yes. During the online renewal process, a page will display titled 'Personal and Professional Fitness'. You must answer all questions on this page. If you answer "yes" to any of the questions, you must type an explanation in the space provided.
