Long-term Emergency Permits
Is it true that the Commission no longer issues long-term emergency permits in the areas of single subject, multiple subject and special education?
Yes. The Commission stopped issuing Long-Term Multiple Subject, Single Subject, and Education Specialist Emergency Permits on June 30, 2006. Emergency permits issued after July 1, 2005 expired on June 30, 2006 notwithstanding the fact previous emergency permits stated that the document may be reissued for additional years.
Will long-term emergency permits still be available for other areas of certification other than Multiple Subject, Single Subject, and Education Specialist?
Yes. Emergency permits will continue to be issued in the following areas:
- Emergency Bilingual, Crosscultural, Language and Academic Development (BCLAD) Permit
- Emergency Crosscultural, Language and Academic Development (CLAD) Permit
- Emergency Library Media Teacher Services Permit
- Emergency Resource Specialist Permit
My long-term emergency permit has either expired or is soon to expire and I have not completed my renewal requirements. What do I do now?
The Long-Term Multiple Subject, Single Subject, and Education Specialist Emergency Permits will no longer be issued after June 30, 2006. For all other long-term emergency permits, a one-year extension may be granted provided you meet the criteria listed below. The Commission adheres to a rigorous appeal policy for the reissuance of long-term emergency permits. An appeal may be issued only once, except in cases where the extenuating circumstances continue to exist and you show that you have made sufficient progress toward completion of the requirements. Appeals are not granted if you cannot show substantial reasons for the request. Financial hardship is not a valid reason for appeal.
Commission staff will ONLY review and evaluate Long-Term Emergency Permit appeal applications for the following reasons:
- You were unable to complete requirements because of personal health problems or the health problems of a family or household member verified by appropriate medical professional
- Verification that you are currently employed in a position requiring a credential or its equivalent and no California college or university Institution of Higher Education (IHE) or Local Education Agency (LEA) can be reached within one and one-half hours of traveling time
- You submit verification from the IHE or LEA that there were no openings in the program or that the required course work was unavailable
What do I need to submit to appeal an extension of an emergency permit?
You must submit all of the following:
- A completed application (form 41-4) [PDF] or renewal application [PDF] and circle RGA at the top of the application. Submit this application through your employing agency.
- Non-refundable application processing fee [PDF]
- A letter stating the circumstances or reasons that necessitate the appeal
- Documentation supporting the reason for the appeal. For the purposes of justifying the appeal, Commission staff may request additional supporting documentation from you, your university, or your employer.
Can I work as a day-to-day substitute while holding only a long-term emergency permit?

What does a long-term emergency permit authorize a person to teach?
EMERGENCY CROSSCULTURAL, LANGUAGE AND ACADEMIC DEVELOPMENT (CLAD) PERMIT
This certificate authorizes the holder to provide the following services to English learners: (1) instruction for English language development in grades twelve and below, including preschool, grades kindergarten through 12, and in classes organized primarily for adults, except when the prerequisite credential or permit is a designated subjects adult education teaching credential, a children's center instructional permit, or a children's center supervision permit, in which case instruction for English language development is limited to the programs authorized by that credential or permit; and (2) specially designed content instruction delivered English in the subjects and at the levels authorized by the prerequisite credential or permit.
EMERGENCY BILINGUAL, CROSSCULTURAL, LANGUAGE AND ACADEMIC DEVELOPMENT (BCLAD) PERMIT
This certificate authorizes the holder to provide the following services to English learners: (1) instruction for English language development, and instruction for primary language development in the language of emphasis indicated above, in grades twelve and below, including preschool, grades kindergarten through 12, and in classes organized primarily for adults, except when the prerequisite credential or permit is a designated subjects adult education teaching credential, a children's center instructional permit, or a children's center supervision permit, in which case instruction for English language development and primary language development is limited to the programs authorized by that credential or permit; (2) specially designed content instruction delivered in English in the subjects and at the levels authorized by the prerequisite credential or permit; and (3) content instruction delivered in the language of emphasis indicated above in the subjects and at the levels authorized by the prerequisite credential or permit.
EMERGENCY RESOURCE SPECIALIST PERMIT
The Emergency Resource Specialist Permit authorizes the following:
- instruction and services to pupils whose needs have been identified in an individualized education program developed by the individualized education program team and who are assigned to regular classroom teachers for a majority of a school day
- information and assistance to individuals with exceptional needs and their parents
- consultation, resource information, and material regarding individuals with exceptional needs to their parents and to regular staff members
- special education services with the regular school programs for each individual with exceptional needs enrolled in the resource specialist program
- monitor pupil progress on a regular basis, participate in the review and revision of individualized education programs, as appropriate, and refer pupils who do not demonstrate appropriate progress to the individualized education program team
- emphasize, at the secondary school level, academic achievement, career and vocational development, and preparation for adult life.
EMERGENCY LIBRARY MEDIA TEACHER SERVICES PERMIT
The Emergency Library Media Teacher Services Permit authorizes the following:
- instruct pupils in the choice and use of library materials
- plan and coordinate school library programs with the instructional programs of a school district
- select materials for school and district libraries
- coordinate or supervise library programs at the school, district or county level
- plan and conduct a course of instruction for those pupils who assist in the operation of school libraries
- supervise classified personnel assigned school library duties
- develop procedures for and management of the school and district libraries.
