What does CLAD authorize me to teach?

The CLAD Certificate authorizes instruction for English language development and specially designed academic instruction delivered in English.

The authorization code (S12) that is printed on the CLAD Certificate reads as follows:

This certificate, when held in conjunction with a prerequisite credential or permit specified in Education Code Section 44253.3 authorizes the holder to provide the following services to limited-English-proficient pupils: (1) instruction for English language development in grades twelve and below, including preschool, and in classes organized primarily for adults, except when the prerequisite credential or permit is a designated subjects adult education teaching credential, a children's center instructional permit, or a children's center supervision permit, in which case instruction for English language development is limited to the programs authorized by that credential or permit; and (2) specially designed content instruction delivered English in the subjects and at the levels authorized by the prerequisite credential or permit. Education Code Section 44253.3 includes all credentials and permits that authorize instruction except emergency credentials or permits, college or university internship credentials, District Internship Certificates, Exchange Certificated Employee Teaching Credentials, or Sojourn Certificated Employee Teaching Credentials.

What does BCLAD authorize me to teach?

The BCLAD Certificate authorizes the following instruction to English learners:

  • Instruction for English Language Development (ELD)

  • Specially Designed Academic Instruction Delivered in English (SDAIE)

  • Content Instruction Delivered in the Primary Language

The authorization code (S14) that is printed on the BCLAD Certificate reads as follows:

This certificate, when held in conjunction with a prerequisite credential or permit specified in Education Code 44253.4, authorizes the holder to provide the following services to limited-English-proficient pupils: (1) instruction for English language development, and instruction for primary language development in the language of emphasis indicated above, in grades twelve and below, including preschool, and in classes organized primarily for adults, except when the prerequisite credential or permit is a designated subjects adult education teaching credential, a children's center instructional permit, or a children's center supervision permit, in which case instruction for English language development and primary language development is limited to the programs authorized by that credential or permit; (2) specially designed content instruction delivered in English in the subjects and at the levels authorized by the prerequisite credential or permit; and (3) content instruction delivered in the language of emphasis indicated above in the subjects and at the levels authorized by the prerequisite credential or permit. What does a Certificate of Completion of Staff Development authorize me to teach?

A Certificate of Completion of Staff Development authorizes the holder to teach English language development (ELD) and specially designed academic instruction delivered in English (SDAIE) to English learners, both within the subject matter content of the holder's basic credential.

I have an EL authorization because I completed a 2042 program or Ryan program with AB 1059 content. Does this authorize the same service as CLAD?

Yes, the authorization is the same.

I have a credential with an EL authorization. How can I earn a BCLAD authorization?

You will be required to achieve passing scores on Tests 4, 5, and 6 of the BCLAD Examinations if you hold or verify eligibility for a CLAD Emphasis Credential, a Language Development Specialist (LDS) Certificate, a Multiple Subject or Single Subject Teaching Credential with an English Learner Authorization based on AB 1059, or if you hold or have completed the course work requirement for a CLAD Certificate or obtained passing scores on the Test 1, 2 and 3 of the California Teacher of English Learners (CTEL) Examination or CLAD Examination (scores used for certification purposes may be no older than five years from the individual passed test date)

Note: Teachers who hold a valid, non-emergency California Single Subject or Standard Secondary Teaching Credential with a major in a language other than English need not take Test 6 of the BCLAD Examinations to qualify for a BCLAD Certificate in that language. Teachers who hold a three-year or higher degree from a foreign institution in which all instruction is delivered in a language other than English also do not need to take Test 6 to qualify for a BCLAD Certificate in that language. The foreign institution must be equivalent in status to a regionally-accredited institution of higher education in the United States.

My employer says it is the Commission's requirement that I hold an EL authorization. Why?

English learners identified in California K-12 public schools are required to receive services designed to meet their linguistic and academic needs based on assessments made by the local education agency. If it has been determined that a student requires English learner services, the teacher providing this service must hold an appropriate English learner authorization. The determination is made at the local level. State law does not specify exemptions for a subject area, setting, or particular number of English learners requiring services in any given classroom.

An employing agency may require that their teachers hold an English learner authorization even though they are not providing any English learner services as an employment requirement for the position. If this is the case, the Commission does not have any authority in the matter.

Do all California teachers need to hold a CLAD or English learner authorization?

Do I still need to hold an English learner authorization if there is only one English learner student in the classroom?

Do I need to hold an English learner authorization?

Teachers of English learners must hold an appropriate authorization for serving English learners. This may include English language development, specially designed academic instruction delivered in English, or content instruction delivered in the primary language as appropriate to the assignment. Such classrooms may be referred to as English as a Second Language (ESL), sheltered, or bilingual. By what date must I have an English learner authorization?

There is no cut-off date by which an individual needs to obtain an English learner authorization. One must, however, hold an English learner authorization prior to providing services to English learners.

I am not teaching in a decile 1, 2, or 3 school. Do I still need to have an English learner authorization?
