Application Questions
Is there a checklist for the materials I need to submit with an application packet?
No. However, the materials that must be submitted for any given credential, certificate, or permit type are outlined on our information leaflets and may be viewed by clicking here. General application information is provided below.
FIRST TIME
APPLICATION PACKETS MUST INCLUDE ALL OF THE FOLLOWING:
- a completed application [PDF]
- processing fees [PDF]
- any supporting documentation such as transcripts, etc (If an applicant requests that specific materials be returned, they will be mailed with the credential document.)
- a copy of the "Request for LiveScan Service" form must be attached to the application packet as proof that fingerprints were taken and the fingerprint processing fees paid
Out-of-State Residents Only: You have the option of submitting two completed fingerprint cards (FD-258) in lieu of a LiveScan receipt. A $56.00 processing fee is also required. To order fingerprint cards, send your request via email to caworders@ctc.ca.gov. (Do not send credentialing questions to this e-mail address as a response will not be sent.)
RENEWALS
Clear, professional, and professional clear credentials, Emergency 30 Day Substitute Permits, and Child Development Permits may be renewed online at the Commission's website at:
Applications for documents that are not eligible for online renewal must be submitted by mail and must include all of the following:
- completed renewal application [PDF]
- processing fees [PDF]
- any supporting documentation such as transcripts, etc. (If an applicant requests that specific materials be returned, they will be mailed with the credential document.)
Do I need to submit a complete set of official transcripts each time I apply?
Official transcripts are only required for first-time applicants, those applying for a new credential, or those verifying completion of credential requirements for the renewal or upgrade of an existing credential. The Commission will accept photocopies of official transcripts if the application is filed through a college or university, or an employing agency, such as a school district or county office of education.
Can I send photocopies with my application or must it all be originals?
Materials That May Be Submitted as PHOTOCOPIES
- Foreign transcript evaluation letter
- Letters from a college or university registrar
- Subject matter competence equivalence letter from a California college or university
- Letters verifying equivalency to meet credential requirements
- Verification of teaching or service experience
- College and university transcripts, if the application is submitted through a college or university or an employing agency, such as a school district or county office of education
- Evidence of completion of the American Heart Association or American Red Cross CPR component for the health education requirement, when necessary (must be Community or Adult plus Child/Infant)
- California or out-of-state certificates, diplomas, nursing licenses, and credentials
- Course descriptions from college and university catalogs
- Professional Growth Plan & Record and Service Forms
- LiveScan [PDF] receipt
Materials That Must Be Submitted as ORIGINAL
- Application forms - all types, including duplicate/replacement and name change (Signature must be original even if the application is not an original or if the application has been reconstructed.)
- Fingerprint cards (FD-258) - Out-of-state residents only
- Verification of Peace Corps experience
If my education was completed in another country, will you accept my transcripts and course work?
Yes. However, your transcripts must first be evaluated by a Commission-approved foreign evaluation agency. The Commission has approved eight agencies to evaluate foreign transcripts [PDF] .
A simple evaluation verifying degree equivalency is sufficient for credentials or permits which require only a degree, such as the Emergency 30-Day Substitute Permit, when the applicant does not expect to seek another type of credential or permit. However, it is recommended that the applicant apply for a course-by-course evaluation. This will identify practicum and any course work that may be needed for detailed credential evaluations.
Note: The California Commission on Teacher Credentialing has the final authority to accept the evaluation of foreign degrees for California professional educator certification.
