Pupil Personnel Services
I HAVE COMPLETED A SCHOOL COUNSELING PROGRAM OUTSIDE OF CALIFORNIA AND NEED TO APPLY FOR MY CREDENTIAL.
Individuals who completed their program on or after July 1, 2004 must satisfy all of the following:
- Complete a professional preparation program of post baccalaureate degree study consisting of a minimum of 48 semester units (or 30 semester units if the program was completed prior to July 1, 2004) specializing in school counseling, including a supervised field experience. Programs accredited by the Council for Accreditation of Counseling and Related Educational Programs (CACREP) meet this requirement.
- The program must have included a minimum of 600 clock hours (or 450 clock hours if the program was completed prior to July 1, 2004) of supervised field experience with school-aged children in a public school at two of three school levels (elementary, middle, and high school)
- Up to 150 of the required 600 clock hours must have been devoted to issues of diversity
- A letter verifying practicum must be on original, official letterhead from the college or university's education department and must accompany the application [PDF] packet
- Applicants must verify eligibility for the equivalent credential authorization in the state where the program was completed. A photocopy of the out-of-state credential is acceptable verification of this requirement, as is a letter from the issuing state's licensing agency.
- If the out-of-state preparation program does not fit this pattern, the applicant must contact a California college or university with a Commission-approved school counseling program for an evaluation and formal recommendation
- Satisfy the basic skills requirement. See Commission leaflet CL-667, entitled Basic Skills Requirement [PDF]for additional information. Out-of-state trained applicants who have not yet satisfied the basic skills requirement may contact their California employer about the possibility of obtaining a One-Year Nonrenewable (OYNR) credential pending the completion of the basic skills requirement.

Out-of-state residents (with out-of-state addresses) have the option of submitting two fingerprint cards (FD-258), in lieu of a LiveScan receipt. If submitting fingerprint cards, current fingerprint processing fees must accompany the application packet. Fingerprint cards may be ordered by sending an e-mail to the Commission at CAWOrders@ctc.ca.gov. This e-mail address is for ordering materials only. Credential questions sent to this e-mail address will not be answered.

I HAVE COMPLETED A SCHOOL PSYCHOLOGY PROGRAM OUTSIDE OF CALIFORNIA AND NEED TO APPLY FOR MY CREDENTIAL.
- Complete a professional program of post baccalaureate degree study consisting of a minimum of 60 semester units specializing in school psychology, including a practicum requirement and supervised field experience. Programs accredited by the National Association of School Psychologists (NASP) meet this requirement.
- The program must have included 1200 clock hours of supervised field experience with school-aged children (or 540 clock hours if the program was completed prior to July 1, 2004)
- Prior to the field experience, a minimum of 450 clock hours of practicum is required, of which 300 clock hours must be in preschool to grade 12. Up to150 clock hours of the required 300 clock hours may be offered through on-campus or community agencies.
- A letter verifying practicum must be on official letterhead from the college or university's education department and must accompany the application [PDF] packet
- The applicant must verify eligibility for the equivalent credential authorization in the state where the program was completed. A photocopy of the out-of-state credential is acceptable verification of this requirement, as is a letter from the issuing state's licensing agency.
- If the out-of-state preparation does not fit this pattern, the applicant must contact a California college or university with a Commission-approved school psychology program for an evaluation and formal recommendation

Individuals who completed their program on or after July 1, 2004 must satisfy all of the following:
- Complete a professional program of post baccalaureate degree study consisting of a minimum of 45 semester units specializing in school social work, including a supervised field experience
- The program must have included a minimum of 1000 clock hours (or 450 clock hours if the program was completed prior to July 1, 2004) of supervised field experience with school-aged children
- At least 450 of the required 1000 clock hours must be school-based practice
- A letter verifying practicum must be on original, official letterhead from the college or university's education department and must accompany the application [PDF] packet
- Applicants must verify eligibility for the equivalent credential authorization in the state where the program was completed. A photocopy of the out-of-state credential is acceptable verification of this requirement, as is a letter from the issuing state's licensing agency.
- If the out-of-state preparation does not fit this pattern, the applicant must contact a California college or university with a Commission-approved school social work program for an evaluation and formal recommendation

I HAVE COMPLETED A SCHOOL CHILD WELFARE AND ATTENDANCE PROGRAM OUTSIDE OF CALIFORNIA AND NEED TO APPLY FOR MY CREDENTIAL.
Individuals who completed their program on or after July 1, 2004 must satisfy all of the following:
- Possess a California Pupil Personnel Services Credential in one of the following specializations: school counseling, school psychology, school social work
- Complete a professional preparation program consisting of nine (9) semester units of post baccalaureate study specializing in child welfare and attendance, including a supervised field experience
- The program must have included 150 clock hours of supervised field experience with school-aged children (or 90 clock hours if the program was completed prior to July 1, 2004)
- Within the 150 clock hours of supervised field experience, 90 clock hours must have been completed in a school setting in direct contact with pupils. A minimum of 30 clock hours are in interdisciplinary experiences in a setting that is outside the field of education, such as, but not limited to, law enforcement juvenile justice, child health and welfare, mental health, social services, child protective services and community based organizations, and the remaining 30 hours can be at the discretion of the out-of-state university program.
- A letter verifying practicum must be on original, official letterhead from the college or university's education department and must accompany the application [PDF] packet
- The applicant must verify eligibility for the equivalent credential authorization in the state where the program was completed. A photocopy of the out-of-state credential is acceptable verification of this requirement, as is a letter from the issuing state's licensing agency.
- If the out-of-state preparation does not fit this pattern, the applicant must contact a California college or university with a Commission-approved Pupil Personnel Services program specializing in school child welfare and attendance for an evaluation and formal recommendation.
