Renewing Your Credential Manually

The renewal and reissuance policies for various credential types are explained below.
PROFESSIONAL CLEAR CREDENTIALS
Professional clear credentials no longer require the completion of professional growth activities or completion of the service/experience requirement, regardless of the issuance date of your credential or the renewal requirements listed on your document.
Effective January 1, 2007, online renewal is required for all professional clear credentials. Once renewed after January 1, 2007, the credential will be issued as a clear instead of a professional clear. Renew online at teachercred.ctc.ca.gov'. The Commission will no longer accept paper applications for professional clear credentials unless the holder lives outside of the United States and is unable to renew online. The country of residence listed on the application form must be other than the United States in order for the Commission to accept the paper application.
Issuance Dates
The issuance date for the professional clear credential will be the same as the expiration date of the renewed credential, provided that the renewal application is filed within one year prior to the expiration date of the credential. If the application for renewal is filed more than one year prior to the expiration date, the new five-year credential will have the date the application was filed as its issuance date. Credentials that have an expiration date that exceeds one year from today's date will not display as renewable on the on-line renewal feature, and therefore are not renewable online.
Lapsed professional clear credentials may be reissued effective the date an application is filed. No California public school service is authorized between the date the credential expired and the date the reissued credential becomes effective unless a "Request for Validation of Service without a Credential" is filed by the employer.

CLEAR TEACHING OR SERVICES CREDENTIALS
Clear teaching or services credentials may be renewed without the completion of additional course work or service requirements.
Effective January 1, 2007, online renewal is required for all clear teaching and services credentials. Renew online at teachercred.ctc.ca.gov. The Commission will no longer accept paper applications for clear teaching or services credentials unless the holder lives outside of the United States and is unable to renew online. The country of residence listed on the application form must be other than the United States in order for the Commission to accept the paper application.

Reissued general credentials, standard credentials, and Ryan credentials expire five calendar years following the issuance date.

Professional teaching or services credentials may be renewed without the completion of additional course work or service requirements. Professional credentials are no longer initially issued.

FIVE YEAR PRELIMINARY OR LEVEL I TEACHING CREDENTIALS
The five-year preliminary or level I teaching credential cannot be renewed or extended. To continue to teach in the public schools of California, you must complete all of the requirements for the professional clear or Level II credential (listed on the face of your credential) before the expiration date of your preliminary or level I credential and submit the following to the Commission office:
- a completed Renewal and Reissuance Application [PDF] (form 41-REN)
- any required documentation such as transcripts, recommendation forms, and letters of experience
- current processing fees
NOTE: Depending on the renewal requirements listed on your document, you may be required to file your application through your recommending institution of higher education or employing agency.
If you are teaching when your credential expires and have not completed your renewal requirements, contact your employer about the possibility of acquiring an appeal or an emergency permit to cover your service until you can complete the remaining renewal requirements.

Partial or Postponed Pre-Ryan Credentials
Partial or postponed credentials are not renewable. If your partial or postponed pre-Ryan (General or Standard) credential has expired, or you qualified for a pre-Ryan credential but never applied, you must obtain a credential under current statutes in order to serve in the public schools of California. Emergency Permits
Emergency 30 Day Substitute Permits are the only emergency permits that are renewable online. All others must be submitted manually, by submitting a Renewal and Reissuance Application [PDF] (form 41-REN), and current processing fees. Long-term emergency permits must be filed through the employing agency and may only be reissued upon completion of the renewal requirements listed on the permit.

Appeals
If you are unable to complete your renewal requirements for good cause, you may submit an application for appeal directly to the Commission office. This process is explained, and good cause is defined, on information leaflet AL-3.
