As announced, the Commission meeting will commence at 9:00 a.m. on Thursday, March 7, 2013. However the Commission will immediately move to Closed Session, to discuss items noticed for Closed Session. It is anticipated that the Commission will return to General Session at approximately 9:45 a.m. In addition, item 3A will begin at 1:00 p.m. on March 7." General Session Chair Linda Darling-Hammond will convene the General Session. Roll call will be taken and the Pledge of Allegiance recited. Action 1A: Approval of the January-February 2013 Minutes and Ratification of Actions The Commission will consider approval of the minutes of the January-February 2013 meeting of the Commission. Action 1B: Approval of the March 2013 Agenda The Commission will consider approval of the Agenda for the March 2013 meeting of the Commission. Action 1C: Approval of the March 2013 Consent Calendar The Commission will consider approval of the March 2013 Consent Calendar. Action 2A: Proposed Amendments to Title 5 of the California Code of Regulations Pertaining to Adding a Teaching or Content Area to a Valid General Education Teaching Credential This agenda item presents proposed amendments to Title 5 of the California Code of Regulations pertaining to adding a teaching or content area to a valid general education teaching credential as directed by the Commission. The proposed amendments also include general clean-up of the regulations section.
Action 2B: Proposed Amendments to Title 5 of the California Code of Regulations Pertaining to English Learner Authorizations for California Prepared Teachers and the World Language: English Language Development Content Area Authorization Proposed amendments to Title 5 of the California Code of Regulations pertaining to English learner authorizations for California prepared teachers and the World Language: English Language Development content area authorization as recommended by the English Learner Authorization Advisory Panel are presented for Commission consideration. |

| The Commission will go into Closed Session pursuant to California Government Code section 11126(e), to consider the following pending litigation: Carroll v. Commission on Teacher Credentialing (Sacramento Superior Court 34-2012-00135527), a complaint received from Public Advocates, and Garmhausen v. Commission on Teacher Credentialing (San Diego Superior Court 37-2012-00079145-CU-OE-SC). The Commission will also consider adverse actions, petitions for reinstatement and requests for reconsideration in discipline cases while in Closed Session pursuant to California Education Code sections 44245, 44248 and Government Code section 11126(e). The Commission will report out of Closed Session appropriately concerning any and all actions taken or determinations made therein. |

Action 5B: Legislative Concepts for Commission Consideration Staff will present legislative concepts for the 2013 legislative year for Commission consideration. Action 5C: Analyses of Bills Staff will present analyses of educator preparation or licensing bills introduced by Legislators. The Analyses will summarize current law, describe bill provisions, estimate costs and recommend amendments, if applicable. The analyses will include but not be limited to SB 5 (Padilla). |
