The order of business within each day may be changed without notice. All items may be re-ordered to be heard on any day of the noticed meeting. Persons wishing to address the Commission on Teacher Credentialing on a subject to be considered at this meeting are asked to complete a Request Card and give it to the Recording Secretary prior to the discussion of the item.

General Session

As announced, the Commission meeting will commence at 9:00 a.m. on Thursday, March 7, 2013. However the Commission will immediately move to Closed Session, to discuss items noticed for Closed Session. It is anticipated that the Commission will return to General Session at approximately 9:45 a.m. In addition, item 3A will begin at 1:00 p.m. on March 7."

General Session

1A: Approval of the January-February 2013 Minutes and Ratification of Actions  Listen

2A: Proposed Amendments to Title 5 of the California Code of Regulations Pertaining to Adding a Teaching or Content Area to a Valid General Education Teaching Credential  Listen
This agenda item presents proposed amendments to Title 5 of the California Code of Regulations pertaining to adding a teaching or content area to a valid general education teaching credential as directed by the Commission. The proposed amendments also include general clean-up of the regulations section.
2B: Proposed Amendments to Title 5 of the California Code of Regulations Pertaining to English Learner Authorizations for California Prepared Teachers and the World Language: English Language Development Content Area Authorization  Listen
Proposed amendments to Title 5 of the California Code of Regulations pertaining to English learner authorizations for California prepared teachers and the World Language: English Language Development content area authorization as recommended by the English Learner Authorization Advisory Panel are presented for Commission consideration.

3A: English Learner Authorization and Intern Credentials  Listen
This agenda item presents draft policy language regarding English Learner Authorizations and Intern Credentials.

3B: Proposed Adoption and Implementation of Revised California Teaching Performance Expectations  Listen
This agenda item presents for potential Commission adoption the draft revised Teaching Performance Expectations (TPEs), which were presented initially to the Commission in December 2012 and have since completed a field review.

3C: Draft Revised CSET: Multiple Subjects, Single Subject English, and Single Subject Mathematics Subject Matter Requirements (SMRs) to Align with the California Common Core State Standards  Listen
This item provides the draft revised Subject Matter Requirements (SMRs) for the CSET: Multiple Subjects, Single Subject English and Single Subject Mathematics examinations in alignment with the Common Core State Standards (CCSS) to the Commission for initial review.

3D: Proposed Modification of the Commission's General Preconditions for All Educator Preparation Programs  Listen
This item presents proposed General Preconditions for all educator preparation programs.

3E: Identifying Exemplary Programs and/or Practices in Educator Preparation Through the Accreditation System  Listen
This item provides possible options for Commission consideration that would augment the accreditation system to include a component that identifies exemplary programs and/or practices.

3F: Discussion of the Pilot Survey for Preliminary Credential Program Completers  Listen

This agenda item presents information about the development of a pilot survey for candidates being recommended for initial preliminary credentials.

Closed Session

The Commission will go into Closed Session pursuant to California Government Code section 11126(e), to consider the following pending litigation: Carroll v. Commission on Teacher Credentialing (Sacramento Superior Court 34-2012-00135527), a complaint received from Public Advocates, and Garmhausen v. Commission on Teacher Credentialing (San Diego Superior Court 37-2012-00079145-CU-OE-SC). The Commission will also consider adverse actions, petitions for reinstatement and requests for reconsideration in discipline cases while in Closed Session pursuant to California Education Code sections 44245, 44248 and Government Code section 11126(e). The Commission will report out of Closed Session appropriately concerning any and all actions taken or determinations made therein.

5C: Analyses of Bills  Listen
Staff will present analyses of educator preparation or licensing bills introduced by Legislators. The Analyses will summarize current law, describe bill provisions, estimate costs and recommend amendments, if applicable. The analyses will include but not be limited to SB 5 (Padilla).
