The analyses will summarize current law, describe the bill provisions, estimate costs and recommend amendments, if applicable. The analyses will include, but are not limited to AB 1765 (Brownley) as amended and SB 1385 (Hancock) as amended. |

Information 4A: Increasing the Reliability (Scoring Consistency) of Candidate Results on the Teaching Performance Assessment (TPA) This agenda item presents considerations for the potential verification and improvement of the reliability (scoring consistency) of candidate results on the Teaching Performance Assessment. Information 4B: Exploration of the Concept of a Preliminary Administrative Credential Candidate Performance Assessment This agenda item presents considerations for the potential development and implementation of a candidate performance assessment for the Preliminary Administrative Services Credential. Information/Action 4C: Proposed Criteria for Excusing up to Two Years of Service in the Schools for the Preliminary Administrative Services Credential This agenda item continues the discussion of the criteria for excusing up to two years of service for the Preliminary Administrative Services credential and discusses who should be responsible for making that determination. Information/Action 4D: Potential Additional Requirements for Candidates Using the Examination Option to Meet the Preliminary Administrative Services Credential Requirements This agenda item presents a range of options for Commission review and potential adoption in order to implement additional requirements for candidates using the examination route for the Preliminary Administrative Services Credential. Information/Action 4E: Plan for Administrative Services Work in 2012-13 This agenda item presents a plan for continuance of the work related to the preparation for the Administrative Services Credential. Information/Action 4F: Proposed Timeline for Implementation of the Revised English Learner Authorizations Structure for Multiple Subject, Single Subject and Education Specialist Credentials This agenda item presents a proposed implementation timeline for the Revised English Learner Authorizations Structure. Action 4G: Initial Institutional Approval Updated This agenda item presents two program sponsors for initial institutional approval by the Commission. Also provided are the requirements for the permits, including the documentation that must be provided by the employing agencies. Action 5B: Proposed Amendments to Title 5 of the California Code of Regulations Pertaining to Fees This agenda item provides proposed amendments to 5 California Code of Regulations §80487 to align application processing fees with the 2012-13 Budget Act. Action 5C: Proposed Amendments to Title 5 of the California Code of Regulations Pertaining to the Requirements for the Administrative Services Credential This agenda item presents proposed amendments to Title 5 of the California Code of Regulations pertaining to the requirements for the Administrative Services Credential. Information/Action 5D: Discussion Pertaining to Adding a Teaching or Content Area to a Valid General Education Teaching Credential This agenda item describes the current options for a general education teacher to add an additional content area to a general education credential or earn a new general education teaching credential without completing the full professional preparation program for the new content area or credential type. |

Information/Action 6B: Update on the Bureau of State Audits Report This agenda item provides an update to the Commission on the Commission's response to the Bureau of State Audits Report, and requests approval to withdraw the request for an Attorney General Opinion. Information 6C: Analysis of Law and Regulation for Pursuing Those Who Fail to Report This agenda item provides information to the Commission related to California Code of Regulations, Title 5 §80303. This item also discusses the statutory requirements that must be met for the Commission to have jurisdiction to pursue those who fail to report. |
