Action 3B: Analysis of Bills This agenda item presents analyses of educator preparation or licensing bills introduced by Legislators. The analyses will summarize current law, describe the bill provisions, estimate costs and recommend amendments, if applicable. The analyses will include, but are not limited to SB 1245 (Alquist), SB 1291 (Evans) and SB 1292 (Liu). |

Information/Action 4A: Workload Report and One-Year Report Update This agenda item provides an update to the Commission on the Commission's one-year response to the Bureau of State Audits Report and a report on the Division of Professional Practices' current workload. |

Action 5A: Modifications to the Proposed Amendments and Additions to Title 5 of the California Code of Regulations Pertaining to Education Specialist Instruction Credentials for Out-of-State and Out-of-Country Credentialed Teachers Modifications to the proposed amendments and additions to Title 5 of the California Code of Regulations pertaining to Education Specialist Instruction Credentials for out-of-state and out-of-country credentialed teachers as requested by the Department of Finance. Information 5B: Authorizations and Certificated Assignments in California This agenda item explains the statutory role of the Commission in the development of authorizations and permissible teaching assignments including a brief historical overview of these topics. An introduction to the Commission's statutory role in assignment monitoring activities conducted by county offices is provided. |

Information/Action 6A: Implementing the Change to the Administrative Services Credential Requirement for Five Years of Experience in the Schools Prior to Being Eligible for a Preliminary Administrative Services Credential This agenda item presents a set of proposed criteria that might be used to implement an appeal for up to two of the five years of experience required in the schools prior to recommendation for a Preliminary Administrative Services Credential. Information/Action 6B: Implementing the Commission's Accreditation System in 2012-13 This agenda item presents recommendations for the implementation of the Commission's accreditation system in 2012-13 in light of the Commission's current fiscal constraints. Action 6C: Initial Institutional Approval This agenda item presents two program sponsors for initial institutional approval by the Commission. Information/Action 6D: Plan for Work Related to the Teaching Performance Expectations This agenda item discusses the scope of work required to update the Teaching Performance Expectations (TPEs) to align with Common Core standards and provides a proposed plan for proceeding with this work. Information/Action 6E: Update on the Work of the Teacher Preparation Advisory Panel This agenda item presents a summary of the work to date of the Teacher Preparation Advisory (TAP) Panel. The TAP Panel was convened to provide expert advice as to what changes might be appropriate to improve the system of educator preparation and to provide recommendations to the Commission. |

| The Commission will go into Closed Session pursuant to California Government Code section 11126(e), to consider pending litigation (Carroll v Commission on Teacher Credentialing (SPB 11-0739). The Commission will also consider adverse actions, petitions for reinstatement and requests for reconsideration in discipline cases while in Closed Session pursuant to California Education Code sections 44245 and 44248. The Commission will report out of Closed Session appropriately concerning any and all actions taken or determinations made therein. |
