Action 1H: Proposed Amendments and Additions Pertaining to Education Specialist Instruction Credentials for Out-of-State and Out-of-Country Credentialed Teachers Proposed amendments and additions to Title 5 of the California Code of Regulations pertaining to Education Specialist Instruction Credentials for out-of-state and out-of-country credentialed teachers to align the regulations with statute are presented for public hearing. |

Action 2A: Teacher Supply in California, 2010-2011, A Report to the Legislature. This agenda item is in response to AB 471 (Chap. 381, Stats. 1999), which requires the Commission to report to the Governor and the Legislature each year on the number of teachers who received credentials, certificates, permits and waivers to teach in California public schools. Information 2B: Alternative Certification Programs in California This agenda item provides information about California's Alternative Certification Programs and raises several programmatic and policy issues relating to alternative certification for discussion and potential further consideration. Action 2C: Initial Institutional Approval This agenda item presents one program sponsor for initial institutional approval by the Commission. Information 2D: Educator Preparation Standards Revisions, Updates, and/or Modifications Recommended by the English Learner Authorizations Advisory Panel This agenda item provides for Commission review the proposed revisions, updates, and/or modifications to educator preparation standards with respect to teaching English learners recommended by the English Learner Authorizations Advisory Panel. |

Action 4A: Division of Professional Practices Strategic Plan This agenda item provides recommendations for a Division of Professional Practices Plan for the Commission's consideration. Action 4B: Policies on Division of Professional Practices Cases This agenda item provides proposed policy recommendations for the Commission's consideration on discipline relating to single alcohol offenses and failure to disclose information on an application. Information 4C: Workload Report Regarding the BSA Audit Recommendations. This agenda item provides an update to the Commission on the April 7, 2011 Bureau of State Audits' Audit of the Division of Professional Practices (DPP); the Commission's response to the Audit as well as an update on staff progress in addressing the recommendations; and a report on DPP's current workload. |

The Commission will go into Closed Session pursuant to California Government Code section 11126(e), to consider pending litigation (Carroll v Commission on Teacher Credentialing (SPB 11-0739). The Commission will also consider adverse actions, petitions for reinstatement and requests for reconsideration in discipline cases while in Closed Session pursuant to California Education Code sections 44245 and 44248. The Commission will report out of Closed Session appropriately concerning any and all actions taken or determinations made therein. |
