Persons wishing to address the California Commission on Teacher Credentialing on a subject to be considered at this meeting are asked to complete a Request Card and give it to the Recording Secretary prior to the discussion of the item. Johnson Leslie Littman Marilyn McGrath Action Approval of the Minutes 1A Staff will recommend that the Committee approve the minutes of the August 2005 meeting of the Appeals and Waivers Committee. After review, the Committee may approve, or amend and approve the minutes.   Action Waivers: Consent Calendar 1B Pursuant to Education Code Section 44225(m) waiver requests are submitted for consideration in the areas of educator preparation and credentialing. These requests have been reviewed by staff on the basis of criteria adopted by the Commission. Special conditions for subsequent waivers are included.   Action Waivers: Conditions Calendar 1C Pursuant to Education Code Section 44225(m) waiver requests are submitted for consideration in the areas of educator preparation and credentialing. These waivers do not meet the criteria adopted by the Commission.   Action Consideration of Credential Appeals 1E Consideration of credential appeals is held pursuant to Title 5, California Code of Regulations, Section 80514. Hearings are conducted pursuant to Government Code Section 11126(c) and Title 5, California Code of Regulations, Section 80516.   Convene General Session 8:45 a.m. Closed Session The Commission will convene and immediately go into Closed Session pursuant to California Government Code Section 11126 as well as California Education Code Sections 44245 and 44248. The agenda item background information about the subject matter standards, an overview of the process for reviewing proposals, and supporting documentation. This agenda item also includes supporting documentation for two subject matter programs approved by the Commission at the August 2005 meeting.   Information/Action Options for the Reading Instruction Competency Assessment (RICA) and California Basic Educational Skills Test (CBEST) Contracts [PDF] 6B This agenda item presents information about testing contracts that will expire in 2006, and presents options for amending the existing contracts or seeking new contracts to avoid disruption in the administration of the Reading Instruction Competency Assessment (RICA) and California Basic Educational Skills Test (CBEST) exams.
